How well coordinated are local and state governments towards conserving Asian Elephants?

Taking the example of India, the power lies in the hands of the individual State Government (and not Central Government) when it comes to conserving and managing Protected Areas. And since each State Government has different rules, regulations and applicable policies, it becomes difficult to implement a standard country-wise consensus on protection and management of Asian Elephants. A major role is played by conservation NGOs who dedicatedly work towards lobbying of environmental policies and also in carrying out country-wide research on Asian Elephants.
